Price follows the plan and region, not the kernel. EU is 25% over USA for the same RAM and cores. If you are unsure, Linux is cheaper to operate day to day; Windows is cheaper in training if your staff already live in RDP.
You can order both. You cannot turn a Windows guest into Linux without a rebuild.
